Oklahoma Sees A Spike In Preliminary Health Insurance Enrollment According To CMS.gov

CMS.gov (The Centers for Medicare and Medicaid Services) recently released the 2021 Marketplace Special Enrollment Period Report that shows that more Oklahomans have signed up for the Affordable Care Act between February 15th to July 31st in 2021 compared to the same time period in 2020 and 2019.

From February 15th to July 31st, 2021, 34,446 Oklahomans signed up for health insurance through HealthCare.gov and State-based Marketplaces (SBMs). This is a marked increase from the same time period in the two previous years of 2020 and 2019 when the number of people was 18,047 and 13,299 respectively. Nationwide, HealthCare.gov states that 1.8 million Americans have signed up for health insurance since the SEP (Special Enrollment Period) opportunity became available on February 15, 2021, through July 31, 2021. 404,000 consumers signed up for health insurance in the month of July alone.

This drastic increase in signups has been attributed to the increase in public awareness of health insurance following the coronavirus pandemic and the Biden-Harris Administration’s move to open a SEP available on HealthCare.gov, in response to the COVID-19 Public Health Emergency. In previous years, SEPs were available primarily only for qualifying life events.

Under the American Rescue Plan Act of 2021 (ARP), most consumers are now eligible for more generous APTC (Advance Payments of Premium Tax Credits), which further reduces the portion of monthly premiums paid by consumers. Since HealthCare.gov implemented the expanded APTC amounts on April 1, 2021, 2.6 million consumers have returned to the Marketplace and reduced their monthly premiums after APTC by 39 percent, from $105 to $63, on average, and 30 percent (784,000) of returning consumers newly selected plans for $10 or less per month after APTC.

A representative from Health Insurance Today, an insurance company offering comprehensive health insurance solutions, commented on this development by saying, “The coronavirus has taken over the zeitgeist ever since it was first discovered in Wuhan near the end of 2019. The prevalence of the coronavirus in daily conversation, the news media, and online discourse have been huge factors in keeping it at the forefront of everyone’s mind. The COVID-19 pandemic has also been a wake-up call for millions of people around the country as they have started taking their health more seriously. The fragility of human life has been in full display all of last year as many found themselves inundated with stories of friends, relatives, coworkers, and acquaintances who died or have lost someone close to them to the coronavirus. It has become a motivator for people to take stock of their health and make amends to their life to better prepare themselves for the worst-case scenario. This includes paying close attention to their healthcare plans. Consumers are making sure that they are insured so that if worst comes to worst, they have a safety net they can fall back on to weather the storm. This will end up benefiting all the new signees and the industry as a whole. We are looking forward to its effect on the insurance landscape in the coming years.
